  4. Most levels in R1 and R2 will receive a NO.
  5. R2E1 will 95% of the time receive a NO. (with a non-uniform probabilistic distribution)
  6. Certain individuals requesting R8B4 will receive a NO.
  7. Certain R5 levels will likely receive a NO
